Historic Flooding Event of June 7-8, 2008

Very heavy rain on Saturday and Sunday, June 7-8th 2008, resulted in record flooding across a large portion of the region, along with a few bouts of hail, damaging winds, and tornadoes.

A warm front ran west to east across the Upper Mississippi River Valley on Saturday the 7th, providing the focus for shower and thunderstorm development. A very moist and unstable airmass surged northward into and across this boundary, setting the stage for not only a severe weather threat, but for a high risk of heavy rain.

On Saturday the 7th, a significant return of moisture and warmth during the overnight hours Friday led to the development of a cluster of thunderstorms which moved out of southern Minnesota into western Wisconsin Saturday morning. These storms posed a small hail risk, with rainfall amounts around an inch as they moved along and north of the Interstate 90 corridor through noon. During the early afternoon hours on Saturday, the remnants of these storms encountered greater instability as warmth and moisture continued to feed into the area on a very strong southerly flow over Iowa. A severe thunderstorm developed over Monroe county early in the afternoon, and moved east along Interstate 90 with an attendant threat of tornadoes, damaging winds, and large hail. This was the first of what would be numerous supercell thunderstorms which then developed over much of the area of south of Interstate 90 through the rest of the afternoon into the early evening. All of these storms exhibited strong circulations on radar, with numerous reports of rotating wall clouds, funnel clouds, and brief tornadoes. Given the extreme amounts of moisture, these storms also exhibited a very high rainfall rate, which led to 1 to 2 inch rainfall amounts in an hour or so. As these storms congealed into a larger scale line of thunderstorms, the repeat (or training) of these storms led to flash flooding conditions through the evening and overnight.

On Sunday the 8th, the warm front was lingering across the region, but a cold front was quickly tracking east out of the northern Plains. Showers and storms would redevelop during the day in the vicinity of the warm front, while a line of storms developed out ahead of the cold front, with these tracking across the region Sunday night. Again, copious amounts of moisture lead to periods of heavy rain, while a few storms produced damaging winds. The severe weather activity, aside from the heavy rain, was much less locally compared to Saturday.

The Sunday rainfall exasperated the already  dangerous flooding conditions across parts of southeast Minnesota, northeast Iowa, and southwest into central Wisconsin. Many roads were already closed from the Saturday rain due to water over the roadways, mudslides, or partial washouts. The Sunday rains worsened the conditions, leading to more road closures, sandbagging, and some evacuations.

While the rain was tapering off and moving east Sunday night, the rivers continued to rise, and some extremely quickly. Some rivers responded with a foot per hour rises, while others eventually exceeded their river gauges ability to record the river levels. These gauges were under water themselves! All-time record crests were set at a few locations, with top 5 records at many others.

 


County Impacts...

Allamakee County, Iowa

  • Flash flooding early Sunday morning in Dorchester, IA led to rescues. Trailers were swept away in part of town. No deaths reported.
  • The Upper Iowa River at Dorchester crested around 1 am June 9 at record (22.46 ft., previous record was 22.2 ft.).
  • Many other roads, mainly secondary, were washed out in the county.
  • 5-7” of rain fell.

Chickasaw County, Iowa

  • US Highway 18 was closed in spots and Highway 63 south of New Hampton was closed.
  • A Local Area Emergency (LAE) was issued for the county based on request early Sunday morning June 8.
  • Main roads were mostly open, but secondary and township roads were under water.
  • Little Cedar River near Ionia in flood
  • 6-7" of rain being reported for the weekend.

Clayton County, Iowa

  • The Turkey River at Elkader had a new record crest June 10 at 27.77’ (previous record 27.32’ in 1991).
  • The Turkey River at Garber had a major flood and crested at 29.1 ft June 10.
  • Most secondary roads were either damaged or under water.
  • 3-7” of rain fell.
  • US Highway 52 near Millville closed.

Fayette County, Iowa

  • Numerous secondary roads flooded.
  • The Turkey River at El Dorado crested at 9am June 9 at 21.46 ft (record flood, previous 19.61 ft).
  • Over 5" of rain reported for the weekend.

Floyd County, Iowa

  • The Cedar River at Charles City had a record crest at 25.33 ft (via USGS). Record Crest occurred on the morning of June 9 (previous record 22.81 ft.).
  • The two main traffic bridges in Charles City were closed, splitting the city in half.
  • The walking suspension bridge in Charles City collapsed.
  • Flooding along the Shell Rock river breeched a levee in Nora Springs earlier on Sunday and flooding was extensive in Rockford, IA.
  • Most secondary roads were washed out.
  • 4-5” of rain fell in the county.

Howard County, Iowa

  • Lots of roads closed, mainly in the northern part of the county.
  • Some bridges along state line were closed.

Mitchell County, Iowa

  • Highway 9 east of Osage was closed since water topped the bridge.
  • Some secondary roads were closed and lots of bridges and culverts were washed out.
  • U.S. 218 in Mitchell County was closed due to flooding. The bridge is located 1.9 miles north of the junction of Iowa 9 and U.S. 218 in Mitchell County over Spring Creek
  • Some secondary roads were closed and lots of bridges and culverts were washed out.
  • Widespread overland flooding with county being described as a "lake" on Sunday.

Winneshiek County, Iowa

  • River levels on the Upper Iowa River at Decorah and Bluffton crested at record flood. Decorah crested at 9 am June 9 at about 17.9 feet (previous record 15.2 ft). Part of the city of Decorah was without power.
  • Several Civil Emergency Messages were issued for evacuations in the county based on their requests.
  • Nursing homes, "Flats", and Lower areas of West Side evacuated in Decorah
  • Many roads closed in the county.

Fillmore County, Minnesota

  • Southern half of county was flooded out.
  • South Branch of Root River crested above flood stage at both Preston and Lanesboro on June 9.
  • 7.25" of weekend rain in Harmony, MN

Houston County, Minnesota

  • Flooding was so widespread that all roads were closed at one point.
  • Several Civil Emergency Messages were sent by their request for evacuations in mainly the southern half of the county.
  • The Root River crested over flood stage at Houston early on June 10.

Mower County, Minnesota

  • Creeks ran very high in Austin area.
  • Numerous roads, especially near Iowa state line were closed.

Adams County, Wisconsin

  • Less impact than other counties but a couple roads in southern end of county had flooding and were closed.

Crawford County, Wisconsin

  • The flood of record occurred on the Kickapoo River eclipsing the 1951 and 1978 record values that is the measuring stick by all locals. Crests at Soldiers Grove, Gays Mills, and Steuben were observed June 10.
  • Had problems along many secondary roads including Highway 131 along the Kickapoo River.

Grant County, Wisconsin

  • Numerous mudslides in the Bagley area. Water also topped railroad tracks leading to short fused flash flooding.
  • Many damaged roads.

Juneau County, Wisconsin

  • Most notable problems were in Elroy, WI from the Baraboo River flooding. Evacuations took place in some areas near that river.
  • Water also causing concerns in Mauston.
  • Water release from a dam in Hillsboro, WI added to high water in Wonewoc, WI area.

Richland County, Wisconsin

  • Has many closed roads and has shelters open to house flooded victims.

Vernon County, Wisconsin

  • The Kickapoo River in the headwaters area crested at record flood June 9. Both Ontario and La Farge were about 1-2 feet above historical record crests.
  • Sheriff Dept. says overland flooding is worse than flood of August 2007.
  • Numerous earthen dams in county had to be monitored for failure. One had a technical failure near Hillsboro, WI late Sunday evening but has not caused problems in area.
  • Civil Emergency Messages were issued based on their request recommending evacuations for specific sites below dams.
  • All secondary roads have been impacted and some state highways closed.
