A cold front moved into the upper Midwest on the 15th becoming nearly stationary over Wisconsin during the early morning hours of the 16th. Low pressure developed over the lower Plains and moved northeast along the front during the 16th. As the low moved into Missouri, precipitation developed over Iowa, Minnesota and Wisconsin. Temperatures were warm enough from northeast Iowa into central Wisconsin for the precipitation to fall as rain. Over the remainder of Iowa through Minnesota and into northern Wisconsin, snow was the main precipitation type. The snow continued into the daylight hours of the 16th, before ending as the low passed by the region and into southern Canada. In the local area, a small area of snowfall exceeding three inches fell across southeast Minnesota and in north central Wisconsin. The highest snowfall total reported was 3.7 inches at Byron, Minnesota and 3.5 inches at Goodrich, Wisconsin.
