Watch versus a Warning
  
Severe Weather Watch

Alerts the public to the possibility of severe weather, or some other hazardous weather element. It is  intended to provide enough lead 
time so those who need to set their  plans in motion can do so.
Severe Weather Warning
   

Issued to warn the public that a hazardous weather element is imminent or has a very high probability of occurrence. In the case of a tornado warning, it means a tornado has been spotted or has been detected by radar. Take cover immediately.
