THE DECEMBER THROUGH FEBRUARY PERIOD STARTED OFF WARMER THAN 
NORMAL...BUT A COOL FEBRUARY BROUGHT OVERALL TEMPERATURES TO ONLY 
2.1 DEGREES ABOVE NORMAL FOR THE SEASON. THE SEASON WAS ALSO DRIER 
WITH TOTAL PRECIPITATION OF 1.22 INCHES...COMPARED TO A NORMAL VALUE 
OF 2.14 INCHES...WHICH IS 0.92 INCHES BELOW NORMAL.
