.SYNOPSIS...

IN THE NOVEMBER 27TH RELEASE OF THE U.S. DROUGHT 
MONITOR...ABNORMALLY DRY CONDITIONS WERE INDICATED ACROSS MOST OF 
THE TRI STATE AREA. NO MAJOR IMPACTS TO AGRICULTURE OR HYDROLOGY 
WERE INDICATED.

THE DROUGHT MONITOR FOCUSES ON BROAD-SCALE CONDITIONS. LOCAL 
CONDITIONS MAY VARY.

D0 -- ABNORMALLY DRY OR RECOVERING FROM DROUGHT
D1 -- MODERATE DROUGHT
D2 -- SEVERE DROUGHT

PERCENT NORMALS OF PRECIPITATION ARE THE AVERAGE ACROSS A COUNTY FOR 
THE INDICATED PERIOD. LOCAL CONDITIONS MAY VARY. A VALUE OF 100

.CLIMATE SUMMARY...

NOVEMBER WAS VERY DRY ACROSS THE TRI STATE AREA. PRELIMINARY RADAR 
ESTIMATES INDICATE LESS THAN A QUARTER OF AN INCH OF LIQUID 
PRECIPITATION FELL OVER THE ENTIRE REGION. THE ONLY PRECIPITATION 
EVENT OF NOTE FELL ON THE 20TH AS LIGHT SNOW. NORMALLY...THE MONTH 
OF NOVEMBER PRODUCES AROUND AN INCH OF LIQUID PRECIPITATION. 3-MONTH 
PRECIPITATION AMOUNTS COMPARED TO NORMAL HAVE ALSO FALLEN OFF 
SHARPLY. THE ONLY EXCEPTIONS ARE NORTON...GRAHAM AND GOVE COUNTIES 
IN NORTHWEST KANSAS...BUT EVEN THERE PERCENTAGES ARE FALLING. AS A 
RESULT...MOST OF THE TRI STATE AREA HAS BEEN CATEGORIZED AS 
ABNORMALLY DRY IN THE MOST RECENT DROUGHT MONITOR. THE ROLLING 
12-MONTH PRECIPITATION AMOUNTS REMAIN NEAR OR ABOVE NORMAL...BUT 
INCLUDE THE RECORD SNOWFALL AMOUNTS OF LAST DECEMBER. THOSE 
PERCENTAGES WILL PROBABLY FALL SHARPLY NEXT MONTH.

THREE MONTH PRECIPITATION OUTLOOK...VALID DECEMBER 2007 THROUGH 
FEBRUARY 2008...BELOW NORMAL.

SEASONAL DROUGHT OUTLOOK...VALID THROUGH FEBRUARY 2008...NO DROUGHT 
EXPECTED TO DEVELOP IN THE TRI STATE AREA. HOWEVER...DROUGHT 
CONDITIONS WERE FORECAST TO DEVELOP ACROSS THE SOUTHERN HIGH 
PLAINS...INCLUDING PARTS OF SOUTHWEST KANSAS...AS LA NINA CONDITIONS 
INTENSIFY. DROUGHT HAS RECENTLY DEVELOPED ACROSS THE OKLAHOMA 
PANHANDLE AND EXTREME SOUTHWEST KANSAS. IF THIS TREND 
CONTINUES...DROUGHT CONDITIONS MAY DEVELOP FURTHER NORTH THIS 
WINTER. FUTURE DROUGHT OUTLOOKS SHOULD BE CLOSELY MONITORED IN THE 
TRI STATE AREA.
