.SYNOPSIS...

IN THE JANUARY 1ST RELEASE OF THE U.S. DROUGHT MONITOR...ABNORMALLY 
DRY CONDITIONS WERE INDICATED ACROSS MOST OF THE TRI STATE AREA. NO 
MAJOR IMPACTS TO AGRICULTURE OR HYDROLOGY WERE INDICATED.

THE DROUGHT MONITOR FOCUSES ON BROAD-SCALE CONDITIONS. LOCAL 
CONDITIONS MAY VARY.

D0 -- ABNORMALLY DRY OR RECOVERING FROM DROUGHT
D1 -- MODERATE DROUGHT
D2 -- SEVERE DROUGHT
D3 -- EXTREME DROUGHT
D4 -- EXCEPTIONAL DROUGHT

PERCENT NORMALS OF PRECIPITATION ARE THE AVERAGE ACROSS A COUNTY FOR 
THE INDICATED PERIOD. LOCAL CONDITIONS MAY VARY. A VALUE OF 100 
PERCENT WOULD BE THE CLIMATOLOGICAL NORMAL...A VALUE OF 50 PERCENT 
WOULD BE HALF OF NORMAL AND CONSIDERED DRY...WHILE A VALUE OF 200

DECEMBER PRECIPITATION WAS MUCH ABOVE NORMAL ACROSS THE AREA. 
GOODLAND RECORDED 14.2 INCHES OF SNOW...10TH SNOWIEST ON RECORD. 
LIQUID EQUIVALENTS WERE GENERALLY 1 TO 2 INCHES...WITH LOCALLY UP TO 
3 INCHES ACROSS DUNDY COUNTY NEBRASKA AND CHEYENNE COUNTY KANSAS. 
ANOTHER EXCEPTION WAS SOUTH OF THE PALMER DIVIDE...ALONG A FLAGLER 
TO CHEYENNE WELLS COLORADO LINE...WHERE AMOUNTS DROPPED OFF SHARPLY 
TO LESS THAN AN INCH. 3-MONTH PRECIPITATION AMOUNTS COMPARED TO 
NORMAL MORE OR LESS HELD STEADY DUE TO THE GOOD DECEMBER 
MOISTURE...BUT WAS NOT ENOUGH TO REVERSE THE BELOW NORMAL TREND. 
12-MONTH PRECIPITATION AMOUNTS GENERALLY DROPPED COMPARED TO 
NORMAL...SINCE THE HEAVY DECEMBER SNOWS OF 2006 NO LONGER SKEWED THE 
DATA.

ONE MONTH PRECIPITATION OUTLOOK...VALID JANUARY 2008...EQUAL CHANCES
OF BELOW NORMAL...NEAR NORMAL...OR ABOVE NORMAL..

THREE MONTH TEMPERATURE OUTLOOK...VALID JANUARY 2008 THROUGH MARCH  
2008...ABOVE NORMAL.

THREE MONTH PRECIPITATION OUTLOOK...VALID JANUARY 2008 THROUGH MARCH 
2008...BELOW NORMAL. 

SEASONAL DROUGHT OUTLOOK...VALID THROUGH MARCH 2008...NO DROUGHT 
EXPECTED TO DEVELOP IN THE TRI STATE AREA. THE CLIMATE PREDICTION 
CENTER HAS BACKED OFF FROM EARLIER FORECASTS OF POSSIBLE DROUGHT 
DEVELOPMENT. THE ABOVE NORMAL DECEMBER PRECIPITATION WAS LIKELY THE 
BASIS FOR THAT DECISION. HOWEVER...LA NINA CONDITIONS PERSIST...AND 
HISTORICALLY THEY HAVE BEEN ASSOCIATED WITH DROUGHT CONDITIONS 
ACROSS THE CENTRAL HIGH PLAINS. DROUGHT FORECASTS SHOULD CONTINUE TO 
BE CLOSELY MONITORED.
