A vigorous winter storm system impacted central Illinois during the evening of December 18th, bringing widespread heavy precipitation to the area.   A very warm and moist airmass aloft flowed over a shallow sub-freezing airmass near the surface to produce freezing rain.  Surface temperatures were initially in the 20s when the precipitation started, but slowly rose through the night as winds switched around to the southeast.  As a result, the freezing rain changed to rain along and south of the I-72 corridor before dawn.  Further north, the precipitation remained in the form of freezing rain for the entire event.  In addition, enough lift was produced by the approaching upper-level wave to trigger a few thunderstorms.  Locations that experienced thunderstorms saw locally heavier accumulations of ice.

Total ice accumulations were heaviest along and north of a Macomb to Bloomington line, where amounts averaged over 1/2 inch.  Some locations saw 3/4 inch of ice or greater, especially from macomb westward and also from Stark and Marshall Counties northward.  From there southward to I-72, amounts averaged from about 2/10 to 1/2 inch.  Due to the heavy icing, widespread tree damage and power outages were reported across much of central Illinois.  Further south, conditions were warm enough to support mainly rain from the Charleston-Mattoon area southward.
