GIVEN SOUTHERN WISCONSIN THE NECESSARY AMOUNT OF MOISTURE TO 
END THE DROUGHT. SUFFICIENT SOIL MOISTURE IS EXPECTED FOR THE 
BEGINNING OF THE GROWING SEASON ONCE IT BEGINS.
