PUBLIC INFORMATION STATEMENT NATIONAL WEATHER SERVICE QUAD CITIES IA IL 1117 AM CDT FRI AUG 28 2009 SEVERAL ROUNDS OF HEAVY RAIN IMPACTED EASTERN IOWA...NORTHWESTERN ILLINOIS...AND NORTHEASTERN MISSOURI OVER THE LAST FEW DAYS. HIGH PRECIPITABLE WATERS AND CONVECTIVE ENHANCEMENT PRODUCED EXTREME RAINFALL RATES. DUE TO THE SLOW MOVING NATURE OF THE SYSTEM FINAL RAINFALL TOTALS APPROACHED ONE FOOT IN SOME AREAS. AN ALREADY SATURATED GROUND MEANT MUCH OF THIS WATER WAS CONVERTED TO RUNOFF...RESULTING IN FLASH FLOODING. THIS WATER CONTINUES INTO THE RIVER SYSTEMS OF EASTERN IOWA.
