WITH HIGH TEMPERATURES THAT REACHED FREEZING...32 F...OR BELOW WAS
THE SECOND LEAST ON RECORD FOR BOTH CHICAGO AND ROCKFORD.  DATA
DATES BACK TO 1871 FOR CHICAGO AND BACK TO 1906 FOR ROCKFORD.  1931
IS THE ONLY YEAR WITH FEWER HIGH TEMPERATURES REACHING FREEZING OR
