The NWS's Climate Prediction Center ( CPC ) updated their 2012-13 U.S. Winter Outlook (months of December, January and February).

The updated outlook is shown below, with temperatures on the left and precipitation on the right. Click each map for a larger version.

The updated temperature outlook has a portion of the Northern Plains, Minnesota, and central/northern Wisconsin in an area of slightly elevated chances (33 to 40%) of below normal temperatures.

In the updated precipitation map, Wisconsin remains in the area of equal chances of above normal (33.3%), near normal (33.3%), or below normal (33.3%) precipitation.

Note - the precipitation outlook does not refer to snowfall outlook.  It is based on liquid precipitation which consists of rain and snow melted down to a liquid.
