* AFFECTED AREA...THE SUSQUEHANNA VALLEY COUNTIES FROM THE NEW
  YORK BORDER SOUTH TO THE MARYLAND BORDER.

* WINDS...SOUTHWEST 10 TO 15 MPH WITH GUSTS BETWEEN 20 AND 25 MPH.

* TIMING...RED FLAG CONDITIONS CAN BE EXPECTED THIS AFTERNOON.

* RELATIVE HUMIDITY...AS LOW AS 18 TO 22 PERCENT.

* TEMPERATURES...IN THE UPPER 70S TO MID 80S.

* IMPACTS...THE POTENTIAL EXISTS FOR RAPID DEVELOPMENT AND
  SPREAD OF WILD FIRES...OR FOR PRESCRIBED BURNS TO GET OUT OF
  CONTROL. OUTDOOR BURNING IS NOT RECOMMENDED.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A RED FLAG WARNING MEANS THAT CRITICAL FIRE WEATHER CONDITIONS
ARE EITHER OCCURRING NOW...OR WILL SHORTLY. A COMBINATION OF
