...INCREASED FLOOD RISK TODAY DUE TO HEAVY RAINFALL...

.LOW PRESSURE IS TRACKING ALONG A SLOW MOVING COLD FRONT NEAR THE
TENNESSEE BORDER. A BAND OF HEAVY RAIN WILL CONTINUE TO FALL
ALONG THE FRONT...JUST TO THE NORTH OF THE SURFACE LOW TRACK...OR
PRETTY MUCH THROUGH THE HEART OF EAST KENTUCKY. RAINFALL TOTALS
UP TO THREE INCHES HAVE OCCURRED IN A STRIPE GENERALLY SOUTH OF
I-64 AND NORTH OF THE HAL ROGERS PARKWAY...WITH LOCALLY HIGHER
AMOUNTS SEEN. A GENERAL ONE TO TWO INCHES OF RAIN HAS BEEN SEEN
ACROSS MUCH OF EASTERN KENTUCKY.

CENTRAL KENTUCKY AND SOUTHEAST KENTUCKY WILL EXPIRE AT 2 PM EDT
THIS AFTERNOON. SINCE THE RAIN HAS TAPERED OFF THIS AFTERNOON THE
FLOOD WATCH HAS BEEN ALLOWED TO EXPIRE...BUT THE ONGOING FLOODING
IS BEING COVERED BY FLOOD WARNINGS AND ADVISORIES.

* PORTIONS OF EAST CENTRAL KENTUCKY...NORTHEAST KENTUCKY...SOUTH
  CENTRAL KENTUCKY AND SOUTHEAST KENTUCKY...INCLUDING THE
  FOLLOWING AREAS...IN EAST CENTRAL KENTUCKY...ELLIOTT. IN
  NORTHEAST KENTUCKY...JOHNSON AND MARTIN. IN SOUTH CENTRAL
  KENTUCKY...LAUREL...MCCREARY AND WHITLEY. IN SOUTHEAST
  KENTUCKY...BELL...BREATHITT...CLAY...FLOYD...HARLAN...KNOTT...
  KNOX...LEE...LESLIE...LETCHER...MAGOFFIN...MORGAN...OWSLEY...
  PERRY...PIKE AND WOLFE.

* UNTIL 5 PM EDT THIS AFTERNOON

* RAIN WILL FALL HEAVILY AT TIMES THROUGH THE EARLY AFTERNOON
  HOURS BEFORE DIMINISHING.

* LOCATIONS THAT REPEATEDLY RECEIVE ROUNDS OF HEAVY RAINFALL
  WILL BE MOST AT RISK FOR FLOODING WITH LOW LYING AND POORLY
  DRAINED AREAS FLOODING FIRST. RAPID RISES ON SMALL STREAMS AND
  CREEKS MAY OCCUR AND THERE IS A POSSIBILITY SOME RIVER POINTS
  WILL APPROACH FLOOD STAGE AS WELL DUE TO RUNOFF FROM THIS
  RAINFALL.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A FLOOD WATCH MEANS THERE IS A POTENTIAL FOR FLOODING BASED ON
CURRENT FORECASTS.

YOU SHOULD MONITOR LATER FORECASTS AND BE ALERT FOR POSSIBLE
FLOOD WARNINGS. THOSE LIVING IN AREAS PRONE TO FLOODING SHOULD BE
PREPARED TO TAKE ACTION SHOULD FLOODING DEVELOP.
