EASTERN KENTUCKY WAS UNDER VARIABLE CLOUD COVER THIS MORNING...
WITH 7 AM TEMPERATURE READINGS RANGING FROM THE MID 40S TO THE MID
50S. TYPICAL LOWS FOR THIS TIME OF YEAR ARE IN THE MID TO UPPER
40S. BY LATE MORNING...SCATTERED TO WIDESPREAD SHOWERS AND
ISOLATED THUNDERSTORMS WERE MOVING ACROSS THE NORTHERN...
EASTERN...AND SOUTHERN PORTIONS OF THE REGION. LOCATIONS IN THE
WEST CENTRAL PORTION OF THE REGION WAS LARGELY MISSED OR RECEIVED
ONLY SPRINKLES.

BY MID AFTERNOON....WINDS WERE GUSTING AS HIGH AS 35 MPH IN SOME
LOCATIONS. SHOWERS WERE MOVING EAST AND OUT OF THE AREA AS AN
AREA OF HIGH PRESSURE WILL MOVE IN BEHIND THE SHOWERS...BRINGING
COOLER AIR TO THE REGION. THE HIGH OF 60 DEGREES FOR TODAY WAS SET
AT THE JACKSON WEATHER OFFICE AT 9 AM THIS MORNING. BY 3 PM...THE
TEMPERATURE HAD FALLEN TO 56 DEGREES. THIS TREND WAS PRESENT
THROUGHOUT THE COALFIELDS. NORMAL HIGHS FOR TODAY ARE TYPICALLY IN
THE LOWER 70S.

SHOWER ACTIVITY WILL DISSIPATE THIS EVENING AS AN AREA OF HIGH
PRESSURE TAKES CONTROL OF THE WEATHER. DRY WEATHER IS EXPECTED
FROM THIS EVENING THROUGH FRIDAY. HOWEVER...WITH THE HIGH SETTLING
ACROSS THE REGION...PATCHY FROST WILL BE POSSIBLE IN SOME VALLEY
LOCATIONS TONIGHT AND THURSDAY NIGHT. LOWS TONIGHT WILL GENERALLY
BE IN THE MID 30S WITH A FEW LOCATIONS IN THE EAST NEAR 40
DEGREES. HIGHS ON THURSDAY WILL RANGE FROM THE MID 50S IN THE
NORTH TO THE LOWER 60S NEAR THE TENNESSEE AND VIRGINIA BORDERS.

WAS OBSERVED. EARTH DAY WAS CREATED BY SENATOR GAYLORD NELSON AS
AN ENVIRONMENTAL TEACHING TOOL. SUCH A DAY WAS DEEMED NECESSARY
DUE TO THE CUYAHOGA RIVER CHEMICAL FIRE...THE DECLINE OF THE BALD
EAGLE DUE TO THE USE OF THE PESTICIDE DDT...IN ADDITION TO BEING
HUNTED TO NEAR EXTINCTION...AND THE SANTA BARBARA OIL SPILL. THE
FIRST EARTH DAY WAS EXTREMELY SUCCESSFUL...ACHIEVING GRASSROOTS
CONCERN FOR ENVIRONMENTAL PROBLEMS FACING THE NATION. THIS VAST
OUTPOURING OF SUPPORT FOR THE ENVIRONMENT MARKED THE DAY THAT THE
POLITICAL SYSTEM IN THE UNITED STATES TRULY RECOGNIZED THAT CARING
FOR THE ENVIRONMENT AND ACCEPTING STEWARDSHIP RESPONSIBILITY FOR
ITS RESOURCES WAS THE HALLMARK OF A GREAT NATION. THIS GRASSROOTS
POLITICAL MOVEMENT HELPED ESTABLISH A POLITICAL CLIMATE CONDUCIVE
TO FORMING BOTH THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION
AND THE ENVIRONMENTAL PROTECTION AGENCY ON OCTOBER 3RD...1970.
