THE NATIONAL WEATHER SERVICE IN STATE COLLEGE PA HAS ISSUED A

* URBAN AND SMALL STREAM FLOOD ADVISORY FOR...
  SOUTHWESTERN WARREN COUNTY IN NORTH CENTRAL PENNSYLVANIA...

* UNTIL 130 AM EDT

* AT 1023 PM EDT...DOPPLER RADAR INDICATED HEAVY RAIN DUE TO
  THUNDERSTORMS. THIS WILL CAUSE MINOR URBAN AND SMALL STREAM
  FLOODING IN THE ADVISORY AREA. UP TO TWO INCHES OF RAIN HAVE
  ALREADY FALLEN AND AN ADDITIONAL HALF INCH TO ONE INCH MAY FALL IN
  A FEW SPOTS.

* SOME LOCATIONS THAT WILL EXPERIENCE FLOODING INCLUDE...
  GARLAND...YOUNGSVILLE...STARBRICK AND TIDIOUTE.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

MOST FLOOD DEATHS OCCUR IN AUTOMOBILES. NEVER DRIVE YOUR VEHICLE INTO
AREAS WHERE THE WATER COVERS THE ROADWAY. FLOOD WATERS ARE USUALLY
DEEPER THAN THEY APPEAR. JUST ONE FOOT OF FLOWING WATER IS POWERFUL
ENOUGH TO SWEEP VEHICLES OFF THE ROAD. WHEN ENCOUNTERING FLOODED
ROADS MAKE THE SMART CHOICE...TURN AROUND...DONT DROWN.
